✓  Nature of the scheme  –

As per the Government Decision No. Pnv 2020 / Pr.No.59/Finance-4 dated June 26, 2020, the State will receive funds from the Central Government for the strengthening of rural local self-government institutions in the State in the form of two types of grants, namely Basic Grant (Untied) and Tied Grant (Tied), from April 1, 2020 to March 31, 2025. The present grant will be made available to all three levels, namely Zilla Parishad, Panchayat Samiti, and Gram Panchayat.

 

The said fund has been calculated as per the criteria of population and area as per the 2011 census. The present fund will be received in the form of two types of grants namely 1) Basic Grant (Untied) and 2) Tied Grant (Tied) and it has been divided in the ratio of 50% – 50%.

✓  Scheme working procedure :-

Regarding the works to be undertaken by Gram Panchayats from the funds distributed under the 15th Central Finance Commission, detailed guidance has been given as follows vide letter from this office No. J.Kr.Thajip/Grapan/Yoj-2/227 dated 5.11.2020. As per the Government Decision dated 26.6.2020, issue No. (B).


✓  Main things to be done by Panchayat Raj Institutions from the funds of the 15th Central Finance Commission  :-

Basic Grant:- It is of untied nature and the said grant should be used by the rural local self-government bodies for other local needs (Location Specific Felt Needs) excluding employee salaries and establishment related matters.
Tied Grant:- Tied grant is to be used for the following basic services.

Maintenance and repair of local government bodies to maintain cleanliness and open defecation-free standards.

50% of the grant related to drinking water supply, water recharge/rain water harvesting, water recycling is to be spent on the above two items. If one of the above two items is fully implemented, then the funds for that item should be spent on the other item. Such instructions have been given.

As mentioned above, clear guidance has been given regarding the matters to be undertaken by the Panchayat Raj Institutions from the unrestricted and restricted grants from the 15th Finance Commission funds. However, for your more detailed guidance, an Illustrative List is being given as per (a), (b) and (c) regarding the general works that can be undertaken from the restricted and unrestricted funds. However, as mentioned above, works that fall within the main areas can also be undertaken.


✓  The general works to be taken up from the restricted funds under the 15th Finance Commission are as follows.
Under maintenance and repair of sanitation and open defecation free local bodies:- Construction of public toilets.
Construction of closed drains.
Preparation of compost manure.
Preparation of vermicompost.
Drainage pits.
Wash basins in roads/squares.
Wash basins.
Gobar gas.
Repair of public toilets.
Construction of toilets and latrines at primary schools, Anganwadi.
Bell cart for waste collection and transportation. Solid waste management.
Construction of public toilets and latrines at Gram Panchayats, temples, markets, bus stands.
✓  b) (1) Under water supply scheme  :-
1. Expansion of tap water supply scheme.
2. Repair of tap pipes.
3. Repair of water electric motors.
4. Repair of drinking water wells.
5. Removal of leakages of water supply scheme.
6. Supply of water to wadis and settlements.
7. Installation of R.O. plants.
8. Drinking water tank repair.
9. Wall installation.
10. Chamber repair.
11. Installing taps.
12. Stand post repair.
13. New borehole/ borehole repair 14. Hand pump repair.
15. Installing a new electric pump on the hand pump to store water near the borehole.
16. Tank construction.
17. Getting a borehole in a new settlement.
18. Simple well – getting a new well/well repair 19. Installing taps at villages/schools/anganwadis/P.A. centers.
20. Tanks for drinking water for animals.
21. Installing water meters for families.
22. Installing automatic chlorine dosers in N.P.U.
23. Installing a protective net on the drinking water well.
24. Non-traditional measures to strengthen the source of drinking water scheme – Hydro fracturing, 25. Jacket well technique, Fraquasil cementation.
✓  (2) Rainwater harvesting, recharge and water reuse  :-
1. Roof water harvesting
2. Construction of earth dams, farm ponds, cement dams, village ponds to retain water in the village.
3. Recharging of public wells.
4. Restricted drains.
5. Maintenance and repair – village ponds in the village
✓  The general works to be taken from the unrestricted funds under the 15th Finance Commission are as follows.
1. Drinking water and water storage facilities.
2. Vaccination of children, prevention of malnutrition in children.
3. Repair and maintenance of roads under the Gram Panchayat.
4. Repair of pedestrian roads and constructions under the Gram Panchayat.
5. Installation, repair and maintenance of LED lights and solar street lights (solar street lights can be individual poles or centralized solar panels) Electrification costs.
6. Construction, repair and maintenance of crematoriums and acquisition of land for crematoriums, land acquisition and maintenance and maintenance of burial grounds.
7. Providing adequate and high bandwidth Wi-Fi network services to Gram Panchayats.
8. Public library.
9. Recreational facilities including children’s parks, playgrounds in Gram Panchayats 10. Rural huts (weekly market facilities in rural areas) 11. Providing emergency relief facilities in case of natural calamities/pandemics.
12. Sports and physical fitness equipment (in schools) 13. Solid waste management.
14. For matters required for basic and other administrative expenses.
15. Preparation of biodiversity registers under section 41 (1) of the Biological Diversity Act, 2002.
16. Management of drainage and stagnant water.
17. Emergency disaster management.
✓  The general matters that are not permissible to be spent from the unrestricted funds under the 15th Finance Commission are as follows.
1. No double spending on the same scheme.

9. Purchase of vehicles.
